Kelli D. Tungate, MSW, LSW

State Operations Director

Kelli Tungate is responsible for managing the operations of Caregiver Homes in Indiana. Kelli provides leadership and overall direction for Caregiver Homes and its staff in Indiana, and seeks to expand the availability of Structured Family Caregiving throughout the state. 


Kelli began working for Caregiver Homes in August of 2014. Prior to her position at Caregiver Homes, Kelli worked for 18 years at CICOA Aging & In-Home Solutions, the largest Area Agency on Aging in Indiana, where she served as Chief Operating Officer for the last four of those years. Kelli is an accomplished leader with an extensive background in not-for-profit management and program development. As COO, she was responsible for directing operational and strategic plans and budgets and for ensuring their execution by managing policies, processes and personnel. Prior to this position, Kelli served as director of the CICOA Meals & More program, where she successfully managed the largest senior meal program in the state of Indiana, providing as many as 2,100 meals per day. She also has experience as a care manager, team supervisor, and client services project manager. Kelli holds a Master’s degree in social work from Indiana University, Indianapolis, and a Bachelor’s degree in social work from the University of Indianapolis. She is a licensed social worker and is passionate about helping elders and individuals with disabilities remain independent in their communities. 





Peter Bisbecos

Peter Bisbecos

State Director, Indiana

Peter provides direction, conducts outreach, and supervises the operations for Caregiver Homes of Indiana.

Prior to joining Caregiver Homes, Peter was a Principal in a Government Affairs consulting practice after serving in the Indiana State government as the Director of the Division of Disability and Rehabilitative Services (DDRS). In this role, Peter was responsible for transforming disability services for the state within the Family and Social Services Administration. During his tenure, the state closed two state hospitals and reinvested cost savings to home and community based services, vocational services and technology improvements for providers. Peter previously has held positions in private industry in Legal and Government Affairs and has held numerous positions in local government on a city and county level.


Peter received his Juris Doctor from Indiana University and his BA in History from Wabash College. Peter is active in the community and serves on several aging and disability boards. Peter lives in Carmel, IN with his wife and two sons.





Janice Masi

Executive Director, Caregiver Homes

As Executive Director of Caregiver Homes, Janice oversees all program operations. This includes clinical processes, contracts, overall performance and quality, and recruitment.

Ms. Masi has been a leader in the development and growth of Caregiver Homes. Previously, as Director of Clinical Services for Seniorlink, the parent company of Caregiver Homes, she was responsible for the company’s elder care coordinated service delivery system, professional care advisory services and the delivery of its care management services.

Prior to joining Seniorlink, she served as regional manager for Prism Rehab Systems, a national sub-acute rehabilitation company. Ms. Masi has held senior management positions at a number of recognized rehabilitation facilities, and has extensive knowledge of geriatric rehabilitation, treatment of traumatic brain injury and the implementation of clinical programming in settings across the continuum of care. Ms. Masi holds a Master’s degree in Occupational Therapy from Boston University and a Bachelor’s degree from the University of Massachusetts.
